Why less than guaranteed compliance is not good for business

Pricing for specific services among these six companies are compared: The Maritime Consortium, Inc., American Professional Captains Association, American Maritime Safety, Inc., Alcohol & Substance Abuse Prevention Programs, Inc., American Substance Abuse Professionals, Inc. Drug Testing Consultants, Inc.

The Maritime Consortium, Inc. provides full compliance testing services for $60 per member annually, including all random and Serious Marine Incident (SMI) drug testing, including collection, analysis and Medical Review Officer fees. For vessel operators with crew of 10 or more, the fee is $50 per member annually. In addition, The Maritime Consortium, Inc. provides other required compliance services, such as Employee Assistance Program materials, a company drug policy, Management Information System reporting to the USCG, among others, inclusive of the $60 annual membership fee. The Maritime Consortium, Inc. also provides a wide variety of value-added services for no additional charge to members, including its Drug Information Handbook; stickers and ID cards to identify the member as one in good standing; toll-free membership inquiry, fax, and test-status services; forms to comply with requirements to check the drug and alcohol testing record of crewmembers prior to hiring; among others. While incalculable, The Maritime Consortium, Inc. offers “free switching” of crew in its program so that a vessel operator need not pay an additional membership fee of $60 ($50 for vessel operators with 10 or more) when replacing one crewmember with a new one.

American Professional Captains Association membership materials and oral representations indicate that it charges $39 for annual membership, including random testing, plus $44 for SMI testing, equaling $83 for a sole operator, $332 for an operator with a total of four safety-sensitive personnel, and $830 for an operator with a total of 10 safety-sensitive personnel per year. However SMI testing as part of your program is mandatory by the Coast Guard, so you cant buy it after it happens. American Maritime Safety, Inc. membership materials and/or oral representations indicate that it charges $20 for annual membership, plus $27-$31 ($31 was used for calculation purposes) for random testing and $27-$31 ($31 was used for calculation purposes) for SMI testing. For purposes of calculating the price to operators, crew is assumed to be tested at a 50% rate. Pricing for American Maritime Safety, Inc. membership is calculated to be $66.50 for a sole operator, $266 for an operator with a total of four safety-sensitive personnel, and $665 for an operator with a total of 10 safety-sensitive personnel per year. Maritime includes all these different elements for only $60 per person, guaranteed compliance.

Alcohol & Substance Abuse Prevention Programs, Inc. membership materials and/or oral representations indicate that it charges $35 for annual membership, including random testing, plus $85 for SMI testing, equaling $120 for a sole operator, $480 for an operator with a total of four safety-sensitive personnel, and $1,200 for an operator with a total of 10 safety-sensitive personnel per year. Again SMI testing as part of your program is mandatory by the Coast Guard, so you cant buy it after it happens. Maritime includes all these different elements for only $60 per person, guaranteed compliance.

American Substance Abuse Professionals, Inc. membership materials and/or oral representations indicate that it charges $100 for the initial annual membership, including random testing, plus $30 for SMI testing, equaling $130 for a sole operator, $520 for an operator with a total of four safety-sensitive personnel, and $1,300 for an operator with a total of 10 safety-sensitive personnel per year. Maritime includes all these different elements for only $60 per person, guaranteed compliance.

Drug Testing Consultants, Inc. membership materials and/or oral representations indicate that it charges $30 for annual membership, plus $47.75-$72.75 ($72.75 was used for calculation purposes) for random testing and $47.75-$72.75 ($72.75 was used for calculation purposes) for SMI testing. For purposes of calculating the price to operators, crew is assumed to be tested at a 50% rate. Pricing for Drug Testing Consultants, Inc. membership is calculated to be $139.13 for a sole operator, $466.50 for an operator with a total of four safety-sensitive personnel, and $1,166.25 for an operator with a total of 10 safety-sensitive personnel per year. Pre-employment testing pricing was not included in this comparison, as it in only required for safety-sensitive captains and crew who have not been members of a drug-testing program for a specified period of time.
